FORT BELVOIR, Virginia – The U.S. Army Office of Special Trial Counsel has preferred additional charges against MAJ Blaine McGraw, 48, an obstetrician gynecologist assigned to the Carl R. Darnall Army Medical Center, Fort Hood, Texas.
MAJ McGraw is charged with a total of eight charges and 273 specifications that allegedly occurred on various occasions between 2019 and 2026. The total number of alleged victims in this case is now 96.
Specifically, he is charged with 92 specifications of abusive sexual contact and sexual assault, one specification of attempted sexual assault, one specification of attempted subordination of perjury, 66 specifications of indecent recording, 92 specifications of assault consummated by a battery, 18 specifications of conduct unbecoming an officer and a gentleman, one specification of extramarital sexual misconduct, one specification of willfully disobeying a superior commissioned officer, and one specification of dereliction of duty in violation of Articles 120, 120c, 128, 80, 133, 134, 90 and 92 of the Uniform Code of Military Justice.
The alleged offenses involving seven of the alleged victims occurred during medical examinations with female patients at Tripler Army Medical Center, Honolulu, Hawaii, from June 2019 – July 2023.
The total number of victims in the Fort Hood area is 89. The alleged offenses involving 87 of the alleged victims occurred during medical examinations with female patients at CRDAMC from August 2023 – October 2025. One victim, who was not a patient, was allegedly secretly video recorded at a private residence off-post near Fort Hood. Another victim has been identified related to a charge of subordination of perjury in a different judicial proceeding.
The additional charges incorporate and build upon the initial charges that were preferred on Dec. 9, 2025, and April 7, 2026.
The charges are allegations and MAJ McGraw is presumed innocent unless proven guilty.
The Article 32 preliminary hearing for MAJ McGraw is scheduled for May 26, 9:30 a.m. CDT at Fort Hood. A preliminary hearing is required before charges can be referred for trial by general court-martial pursuant to Article 32 of the UCMJ.
The preliminary hearing officer will thoroughly review the evidence to determine if there is probable cause for each charged offense and issue a report.
OSTC will consider the report, along with the available evidence, and determine whether to refer the charges to a court-martial. If charges are referred, the case will be assigned to a military judge who will schedule dates for an arraignment, motion hearings and the trial.

As this case remains an open investigation, OSTC prosecutors will continue to coordinate with the Department of the Army Criminal Investigation Division as the case progresses to determine if additional charges are warranted.
