Fort Hood Updates Announcement on Suspension of Medical Provider, Ongoing Investigation
FORT HOOD, Texas – Fort Hood suspended an Army medical provider from his position at Carl R. Darnall Army Medical Center (CRDAMC) Oct. 17 following a patient’s allegations. The Department of the Army Criminal Investigation Division (CID) began an investigation within hours into the former medical provider. The investigation is ongoing.
Because many people are rightfully concerned about the status of this ongoing investigation and potential impact to themselves, we are updating our original announcement, which was published here. Fort Hood is also providing information about how the command is continuing to care for and support anyone who may be affected. Although not all information is currently releasable, we recognize the need to proactively inform both potentially affected individuals and the public at large with as much information as legally possible. Providing world-class care to our Soldiers, Families, and beneficiaries, with patient safety and trust as the cornerstone of our mission, is our imperative.
First and foremost, following the patient’s allegations, the provider was suspended the same day. Additional administrative measures, which are not publicly releasable, were also taken to ensure patient safety.
Importantly, all personnel involved in this alleged misconduct were continuously accounted for.
Army CID responded within hours. Significant additional law enforcement actions, both on and off the installation, were carried out in the following days. Although further details are not releasable, Army CID continues their investigation thoroughly and with sensitivity to the privacy of all involved.
To prioritize the support of potential victims, CRDAMC expedited referrals for care and other support for the original patient who brought the allegations. Leadership from the III Armored Corps and Fort Hood additionally met with the patient personally.
We immediately recognized that many patients would be distressed and anxious about potential impacts. To address these issues, CRDAMC produced and sent official notification letters with read receipts to all patients the provider had seen during his time at CRDAMC, even if there was no indication they were currently affected by the alleged misconduct. The letters included contact methods for both CRDAMC and Army CID.
To further support patients, CRDAMC upstaffed their call center with additional personnel and extended hours covering 7 days a week. Seven additional patient advocates were brought in to handle routine concerns, enabling the enhanced call center to focus on patients seeking information about their care. The call center coordinates closely with resources and refers patients who need care to the Sexual Harassment/Assault Response and Prevention (SHARP) offices, behavioral health, and other resources as needed. Behavioral health resources on the installation provide both emergency and walk-in care. The III Armored Corps SHARP office currently has 18 military sexual assault response coordinators and victim advocates available for support. CRDAMC is working closely with referral management to provide off-post care for patients who request it.
In addition to the criminal investigation from Army CID, multiple additional investigations are underway to examine all facets of the issue, including systems, clinical processes, policies, and other areas. These investigations are intended to ensure that the rigorous standards in place were followed.
Fort Hood recognizes the great trust and responsibility inherent in caring for our Soldiers, Families, and beneficiaries, and will continue to care for everyone involved throughout this process.
The matters remains under ongoing investigation and the accused in this case is presumed innocent unless proven guilty in a court of law. More information will be provided as it becomes available.
Through close collaboration with Army CID, the U.S. Army Office of Special Trial Counsel is thoroughly evaluating all the data to determine if the evidence supports preferring charges in this case. As the investigation remains ongoing, OSTC does not have a specific timeline for when this decision will be finalized.
